Carb Problem

Default Carb Problem
OK so here is the problem. My rear carb is not delivering fuel. Front carb is working without a problem. With all the hardware removed, if I put my hand most of the way over the card then it creates a vacuum enough to deliver fuel. As soon as I take my hand off.....no fuel. I took the carbs of and cleaned them and checked all gaskets and replaced one boot. Any ideas?
