Angry Newly rebuilt engine now has no compression in the rear cylinder

I recently had my engine rebuilt by ( utv engine builders/ also known as hy-tech ) out of Lake Havasu As. I received my engine from hy- tech on Dec the 10 the. Didn't get a chance toinstall it until the 14th and 15th. At a total of 4 hrs I was out riding, when the engine quits. After pulling the lines off the fuel pump and seeing there was no fuel being pumped out, I took a pump off an uncles ride. Tried the borrowed pump, and still nothing. Pulled rear plug out and found no compression. So now I have to pull the engine and send it back to utv engine builders again. I'm not happy with that at all.

What does the no fuel issue have to do with the rebuilt engine?

The rear cylinder supplies vacuum to the fuel pump. No vacuum, no fuel

A cam bolt loosened up is what hy-tech says is the problem

The rebuilt engine is now locked up. Was out riding, it started making a noise and loosing power. Had it towed home, pulled the cover off the left side and it will not turn over.
